Why You See Certain Numbers All the Time
It seems to some people that they see certain numbers all the time. Because that is the way it seems, that is the way it is — for them.
Further, they may assume there is an inherent purpose when they see a number again and again.
But the reason is simple.

Personal Meaning
Personal meaning numbers are numbers that are part of a person's life. The birthday and current age have personal meaning to most people, generally without emotional significance. The numbers in a person's numerology chart may also contain personal meaning — when the person knows what those numbers are.

When a number with personal meaning is seen, and the number is recognized as having personal meaning, an instant of extra mental attention is given to the event. The extra attention makes the number more likely to be remembered.

When a number interests you, your mental attention is temporarily focused on that number. It makes the number more likely to be remembered.
Accelerated Seeing of Certain Numbers
When a certain number or numbers are remembered day after day, and the other numbers the person sees are not remembered, then it can seem to the person that they see that certain number all the time.
It is at that point when a person might assume there must be a purpose behind repeatedly seeing that particular number — perhaps an esoteric message they are supposed to understand.
That's when the acceleration starts.
Let's take a birth date as an example. Let's say, June 14.
Let's further say the person wonders why they're seeing the time 6:14 so often, the numbers of their birth date. They wonder if there's personal meaning attached to it, thinking there surely must be a reason they're seeing the time so often.
The act of wondering if there's meaning attaches mystery to the seeing. It becomes emotionally significant.
The subconscious mind is compelled to solve mysteries, especially mysteries that may have personal meaning.
The more often 6:14 is seen (without being accompanied by a satisfactory meaning), the more the person wonders if there is personal meaning, the more emotionally significant the numbers become, and the more powerful becomes the urge to solve the mystery.
The more emotionally significant that seeing 6:14 becomes, the more likely it is that the person will remember seeing it.
